
In 2023, India recorded approximately 1.72 lakh road fatalities and 4.63 lakh injuries, with Vulnerable Road Users (VRUs) — primarily two-wheeler riders and pedestrians — bearing the brunt. Two-wheeler users alone accounted for about 44.8% of all deaths (around 77,000), with nearly 54,000 of these linked to the non-use of helmets. Pedestrians contributed to nearly 20% of fatalities, approximately 35,000 deaths. Collectively, these two groups represented around 65% of total road fatalities, highlighting the urgent need for targeted safety interventions. This summit represents a watershed moment in our nation's approach to this critical public safety issue, bringing together key stakeholders. This conference is a step ahead to find way forward to achieve the objectives of The Marrakech Declaration in road safety scenario in India context.

The National Summit on Vulnerable Road Users and Road Safety is way forward of the Marrakech Deceleration. This summit represents a watershed moment in our Nation's approach to this critical public safety issue bringing together key stakeholders across the country.
Objective
To identify and bridge regulatory gaps, address enforcement challenges, and catalyze behavioral change, this initiative aims to develop a robust national framework to enhance the government’s road safety policies—particularly for the most vulnerable road users in India. By convening policymakers, manufacturers, enforcement agencies, and advocacy organizations on a unified platform, the initiative seeks to accelerate progress toward achieving SDG Targets 3.6 (halve the number of global deaths and injuries from road traffic accidents by 2030) and 11.2, fostering safer roads and inclusive, sustainable mobility across the country.
Why this summit matters
The 4th Ministerial Conference on Road Safety in Marrakech, Morocco established a global frame work for addressing road safety challenges, with a specific emphasis on the safety of Vulnerable Road Users. The need for safe infrastructure and enforcement were other major issues highlighted and discussed during different sessions with numbers of deliberations. As signatories to the Marrakech Declaration, India has committed to implementing lifesaving measures to protect Vulnerable Road Users. This conference is a step ahead to find the way forward for road safety scenario in India.
